Act 33 of 2025 (S.171), effective May 12, 2025, made it unlawful to install an unsafe used tire on a passenger car or light truck (e.g., tread at 2/32 inch or less, exposed plies, improper repairs, sealant without proper repair, missing DOT number, recalled tires). It extended the $2 tire fee to used tires and all unmounted tire sales, and set up waste-tire hauler manifests that tire generators must keep.

South Carolina changed storage-charge and notice rules for repair-shop liens

2022 Act No. 233 (H.3729), effective June 17, 2022, rewrote the storage-cost and owner/lienholder search provisions of the repair and storage lien law (S.C. Code 29-15-10) and allowed notices by certified mail with electronic tracking. Shops may charge only up to seven business days of storage before sending the location notice, must send it within five business days of getting owner/lienholder identities, and must search DMV, authorized vendors or NMVTIS before a sale.

2021 Act No. 31 (S.510) rewrote S.C. Code 56-15-60, effective August 4, 2021. Warranty parts and labor must be paid at no less than the dealer's rates to non-warranty customers, manufacturers cannot recover warranty costs through surcharges, and dealers get compensation for used vehicles held under stop-sale recalls.
