We monitor selected agency pages, official registers and first-party regulatory sources. Where a structured API exists, we prefer it over scraping.
Changes become candidates
Fetching, hashing, date parsing and known-source matching are deterministic. Changed source text becomes a review candidate. Optional semantic classification can reduce obvious noise, but it cannot publish a requirement.
Human review before publication
Before a consequential record is published, the reviewer checks the source, lifecycle state, dates, affected shops and wording. Proposed rules remain separate from effective rules.
Corrections
Published wording can be corrected with an audit trail. Corrections do not automatically resend an old subscriber alert.
