PennDOT increased the E-Safety program management fee from $0.03 to $0.08 per transaction effective January 1, 2026.
PennDOT increased the annual safety-inspection sticker fee from $11 to $12 and the semiannual sticker fee from $9 to $10 on July 1, 2025. Official inspection stations were directed to post updated fee-schedule signs.
PennDOT changed the passing percentage for Initial Vehicle Safety Inspector Certification and Enhanced Vehicle Safety Inspection Inspector Certification from 70% to 80% effective July 1, 2025. The change applies to students taking those exams on or after that date.
Acts 149 and 150 of 2024 changed Pennsylvania motorcycle inspection timing effective January 17, 2025. Motorcycles are now inspected annually based on the prior safety-inspection sticker expiration rather than the former registration-month schedule.
PennDOT replaced prior emissions training-manual guidance for the 5,000-mile exemption in November 2024. Stations may use prior mileage only from the back of the Pennsylvania safety inspection certificate or the Vehicle Inspection Database, must retain proof of the qualifying mileage source with the exemption Sticker Issuance Report for audit, and may not use repair or maintenance receipts as mileage proof.
Effective September 1, 2023, PennDOT increased the minimum repair expenditure needed to qualify for an emissions inspection waiver to $450 and said the amount would be adjusted annually under 67 Pa. Code § 177.282.
