DEEP folded the Vehicle Maintenance Wastewater general permit into the Miscellaneous Industrial User (MIU) general permit, effective October 31, 2020; the old permit expired January 23, 2021. Repair shops, body shops and dealers registered under the old permit had until April 29, 2021 to file an MIU notification with their local POTW authority.

Connecticut DMV says that effective January 1, 2026, Section 14-15e requires all individuals listed on a dealer or repairer license application to be subject to a background check.

Effective January 1, 2026, Connecticut's emissions program lists $1,137 as the minimum qualifying emissions-related repair expense for a repair-cost waiver. Qualifying repairs must be performed by a Certified Emissions Repair Technician at a Certified Emissions Repair Facility, and the threshold is adjusted with the Consumer Price Index.

Connecticut DMV notified dealer and repairer license holders that effective July 1, 2025, Section 14-64 increased the required customer-record retention period from two years to three years.

Connecticut Public Act 23-40 changed the repairer licensing structure effective January 1, 2024. Existing limited repairer licenses remained valid through their terms, but DMV could no longer issue or renew that license class after that date.
