Illinois updated Part 451 and added Official Mobile Safety Testing Company requirements

Illinois amended 92 Ill. Adm. Code Part 451 effective November 13, 2025. The amended Part now governs both Official Testing Stations and Official Mobile Safety Testing Companies and adds operating requirements for mobile safety testing, including an Illinois physical office, testing only at a vehicle owner's place of business, required records and inspection materials, and Department permit and oversight procedures.
