Illinois expanded official vehicle safety-testing rules to mobile testing companies

Illinois Department of Transportation amendments to 92 Ill. Adm. Code 451 took effect November 13, 2025. The rule expanded the Part to Official Mobile Safety Testing Companies and updated permit, inspection, bond, testing-location, Certified Safety Tester, equipment, certificate and Vehicle Inspection Report requirements for covered commercial-vehicle safety testing operations.
